This 25th anniversary demands a legislative and policy agenda that confronts this architecture and the democratic losses it enables. Authoritarian governance does not require governments to build systems of repression from the ground up when decades of counterterrorism policies have already created the laws, institutions, surveillance systems, financial enforcement mechanisms, policing relationships, and extraordinary executive authorities necessary to monitor, criminalize, and dismantle communities and political movements.

The Building Beyond Policing Network and Democratizing Justice Initiative’s Meeting the Moment: Lessons and Guidance from the Movement on Resisting Authoritarianism examines policing not as a neutral institution, but as a central mechanism of state power and social control, situating the expansion of criminalization, surveillance, and carceral infrastructure within the broader struggle over authoritarianism and fascism in the United States. Organized around Recognition, Refusal, and Rebuilding, the collection brings together multiple perspectives on the historical roots of authoritarianism, the erosion of public oversight, racialized policing, and lessons from communities confronting expanding state power. Muslims for Just Futures (MJF) contributed to this edition with an analysis of state terror economies and the War on Terror, tracing how militarism, racial capitalism, surveillance, policing, borders, resource extraction, and the criminalization of Muslim and other marginalized communities operate across domestic and global contexts. Together, these contributions frame the fight against policing, state terror, and the War on Terror as interconnected parts of a broader project confronting authoritarianism and fascism and building political possibilities beyond carceral systems.
The global “war on terror” is a security and economic apparatus. It is a system of “state terror economies” that organizes extraction, accumulation, human innovation, and investment around the economic project of the “war on terror.” It finances itself by converting violence into sources of profit and wealth accumulation, tying capital to the machinery of death and driving capital consolidation.
